All Your Base Are Belong to Uzbekistan
On Tuesday, Kyrgyzstan made it clear that the United States would no longer have access to Manas Air Base, a key logistics hub for the war in Afghanistan. So it looks like it’s time to cuddle up to Uzbekistan’s dictator, Islam Karimov.
The Associated Press reports that the Pentagon is considering restoring military ties with Uzbekistan in order to secure a new supply route to Afghanistan. Anonymous defense officials described the Uzbek option as a “hedge” in the event that Kyrgyzstan makes good on its promise to close Manas, which has provided a key link in the air corridor to Afghanistan since late 2001.

As I noted yesterday, one option would be reopening Karshi Khanabad airbase — better known as K2 — to the U.S. military. In the opening days of the Afghanistan war, K2 was a crucial staging area: It served as a base for combat search and rescue, and was the jumping-off point for the 10th Mountain Division when it arrived in late 2001.
Karimov kicked the United States out of K2 after U.S.-Uzbek relations hit a rough patch in mid-2005. That May, Uzbek government forces killed hundreds of unarmed protesters in the eastern city of Andijan. Karimov claimed he was quelling an Islamic insurrection, but he could never quite shake those human rights allegations, and after the United States and other countries called for an independent investigation, Karimov retaliated, giving the United States to six months to quit K2.
Writing for Slate in 2005, I noted a curious fact: A week before the last warplane departed K2, the Pentagon made a final $22.9 million payment to the Uzbek government for the use of the base. Sen. John McCain tried to block that disbursement, but his measure did not pass in time.
At the time, I wondered: Why did we pay millions to a dictator who kicked us out? Just in case, it seems.
Uzbekistan, of course, is not the only option here. The main airport in Dushanbe, Tajikistan, has also served as a refueling stop for U.S. military aircraft. And the AP also notes that officials are looking at another air supply route from the United Arab Emirates, although that option looks a lot less convenient.

LONDON, England (CNN) — A human rights protester was in police custody Monday after throwing a shoe at Chinese Premier Wen Jiabao during a speech at Cambridge University.
The shoe landed several meters from Wen Jiabao.
The shoe landed several meters from the premier and the man was quickly apprehended by security and handed over to police for questioning on suspicion of committing a public order offence, according to witnesses.
A student who witnessed the incident told CNN that the man had stood up and shouted, "Why are you prostituting yourself? How can you listen to the lies he is telling?"
Cameras filming the speech remained fixed on Wen during the incident, but video images later showed an unidentified student being escorted out of the building by a university proctor.
The student was then handed over to police, a university spokesman, who would not disclose his name due to ‘university regulations,’ told CNN.
"Fortunately the incident did not spoil the event. The auditorium was full, with nearly 500 people present, of whom just one misbehaved," a the spokesman said. "At no stage was there any serious threat to the Premier, or anyone else."
The Chinese government could not be immediately reached for comment.
The incident occurred while Wen, on a three day visit to the UK to strengthen economic ties, was speaking about China’s role amid the global economic recession.

On Sunday, several hundred Tibetan activists had demonstrated outside the Chinese Embassy Sunday to protest his visit to London.
China has long been criticized by the international community for its human rights record in Tibet, where many Tibetans are pushing for greater autonomy and religious freedom.
Monday’s shoe-throwing incident is the second of its kind in less than two months.
In December, an Iraqi journalist narrowly missed striking then-U.S. President George W. Bush with both his shoes during a news conference in Baghdad, where Bush was making a farewell visit.

Tigers cruise to victory
The Taunton hockey team had been mired in a little slump as of late.So the young and inexperienced Durfee hockey squad was a breath of fresh air for the Tigers on Saturday at Aleixo Ice Arena.Junior Tyler Malaguti scored a hat trick and assisted on another goal to help Taunton get back to the .500 mark with a 7-1 victory over the Hilltoppers.The win evens the Tigers’ record at 7-7 with seven games left on the schedule.“We’ve been actually on a little skid lately, so today’s game puts a stop to that,” Taunton head coach Dan Tripp said. “It’s good to get a win and as you can hear, the kids are having a little fun right now.“It’s there [playoffs] for us, but as I told them, we have to try and get a little better in the next couple of weeks.”Meanwhile, Durfee (0-12-1) is still looking for its first win of the season.“We’re limited on talent and we don’t make any bones about it,” Hilltoppers head coach Todd Whittemore said. “We’re developing young kids that are new to the game. Power plays, five-on-five, it does not matter. We’re just trying to get them involved and trying to get them to learn. NEW YORK (CNNMoney.com) — In a brutal week for the job market, an assortment of companies across various industries announced more than 100,000 job cuts.
The bulk of the job loss news occurred on Monday, when several major U.S. companies announced sweeping job cuts, pushing the day’s total to more than 70,000.
"The picture is still pretty glum out there," said David Wyss, chief economist for Standard & Poor’s, noting that January is often a bad month for the job market, because companies want to include the reductions in their annual tax returns.
Pfizer (PFE, Fortune 500), the leading drugmaker in terms of annual pharma sales, and Caterpillar (CAT, Fortune 500), a heavy equipment manufacturer based in Peoria, Ill., each said they would cut 20,000 jobs. These are the biggest reported eliminations among U.S.-based companies.
New York-based Pfizer said the cost-saving restructuring would occur before and after its merger with Wyeth (WYE, Fortune 500), to be completed later this year.
Caterpillar Chief Executive Jim Owens blamed the "rapidly deteriorating global economy" in his quarterly earnings report. Later, on Friday, Caterpillar added another 2,110 job cuts to its previously announced reductions, bringing its tally to more than 22,000.
Boeing (BA, Fortune 500) announced its massive layoffs on Wednesday. The Chicago-based airplane manufacturer said 10,000 workers, including 4,500 previously announced reductions, would lose their jobs. The company blamed this on dwindling demand for its aircraft.
Chico’s (CHS), a retailer of women’s clothing based in Fort Myers, Fla., said on Friday that it was cutting 180 positions. The retail industry has been hard-hit in recent months by a slow-down in consumer spending, partly because so many people have lost their jobs.
Also on Friday, the newspaper publisher A.H. Belo (AHC) said it was cutting 500 jobs. Chief Executive Robert Decherd, in a letter to colleagues, blamed the "rapid deterioration in the U.S. economy."
The U.S. economy lost 2.6 million jobs in 2008, according to government reports. This includes 21,137 mass layoffs, a seven-year high. In a mass layoff, 50 or more workers are laid off at a time.
2009 job loss tally
The job market isn’t expected to get any better any time soon. The Council Board forecast two million job losses for 2009.
"[The job losses] are going to continue until sales stabilize and that might not become apparent until the summer," said Moody’s chief economist John Lonski. "There’s every reason to believe that the magnitude of job destruction will rise yet again in February and March."
The tonight show
Not everyone agrees that job losses will continue at their current pace. Robert Brusca, chief economist at Fact and Opinion Economics, said that "when the pace of the loss is this severe, the period of severity isn’t very long." He said companies might be overzealous in reporting their eliminations, lessening the need for further cuts down the road.
While opinions differ about the severity of cuts, nobody’s talking about job growth for the foreseeable future.
"There’s no reason to anticipate a hiring frenzy any time soon," said Rich Yamarone, director of economic research at Argus Research, in an email to CNNMoney.com. "Labor usually accounts for about 75% of a company’s costs, and if the outlook remains bleak, they slash jobs. There is no reason to believe this trend will stop any time soon."
