In the Tuesday, Sept. 16 primary election, Democrats and unenrolled voters have the opportunity to vote for two Democrats for Barnstable County Commissioner.The two Democrats who survive the primary will face two Republicans in November for two seats.

Do you believe Barnstable County should continue to fund human service programs or is that better left to state and federal agencies?
Cape Cod is a unique region with a unique regional government. Therefore I see unique opportunities for the county to lead the way with the delivery of human services by helping to reform the delivery of services without directly funding them. Competition among service providers for the same public dollars is not the best use of our collective time and resources. I believe the way we distribute public dollars should be looked at holistically as a region.
The regional government should take the lead by sending out an “action plan” which calls for human service providers to identify services they believe they can deliver in the most cost affective manner and with a distribution concept which would make them the logical choice to be named the “Official Human Service Provider for Cape Cod Regional Government” for a given specialty for all or part of the Cape.

Ultimately, human service providers would work together more cooperatively, qualify for new grant monies, specialize more and/or cut back on their own overhead with those savings being directly applied to existing program shortfalls. Without reform, resources are not being maximized and human service needs are going unmet.
Are you satisfied with the way Barnstable County government currently operates, or is there something you would like to change?
No, regional government needs to raise the bar and delivery more. I’ve used the motto, “Putting the Public Back In Public Service,” since I first ran for selectman in 1997. In keeping with my motto, I held weekly drop-in office hours in Chatham Town Hall during my six years as a selectman so I could get to know what people wanted and what people wanted changed.

I chaired two country charter reviews, so I’m intimately familiar with the inner workings of the regional government and have always made recommendations for change. With that said, it’s more important what my constituents want changed than what I want. So if elected county commissioner, I will hold similar drop-in office hours in all 15 towns. I want to get the public excited and involved about THEIR regional government, and one way to do that is to engage the public — face to face.
Do you support greater regionalization of services at the county level? Explain your view.
Absolutely. Power in numbers. Why should 15 towns go at something alone when we can do it more cost affectively together? We have to pick our battles carefully and cannot be all things to all people, but the issues we want to address, which for me are wastewater, transportation and human services, should be entirely regionalized.
If elected, what are the major projects you expect to work on?
It’s of paramount importance to me to protect the reason people come to Cape Cod in the first place: our coasts, our waters, our fisheries. I spearheaded the Cape Cod Water Collaborative while serving as Speaker of the County’s legislative branch of government. I know precisely what’s involved and passionate about working hard to preserve our way of life.
