Billionaire and former New York gubernatorial candidate Tom Golisano is putting up $5 million to back candidates in state elections this fall — as long as they support his primarily fiscal agenda. Golisano announced the formation of the Responsible New York PAC on Tuesday in Albany. He said it would support Republicans or Democrats, based on their positions on eight issues. Limiting budget increases, ending unfunded mandates, reforming property taxes, reforming campaigns and elections, and keeping government employee compensation equal with the private sector are among Golisano’s priorities. He’s also looking for politicians who support “equitable distribution” of economic resources statewide, government transparency and an end to borrowing without voter approval.Assemblyman Brian Kolb, R-Canandaigua, and his Democratic challenger, Noah Sargent of Clifton Springs, had different responses to the announcement — and to whether they would accept money from the PAC. Kolb said he would consider taking the PAC contributions, Sargent said he would not.Without yet knowing specifics, Kolb said Tuesday that, in general, he is “very supportive of what Golisano has laid out.” Kolb said he has worked for reform in Albany and agrees with the principles Golisano is presenting. So will Kolb go after some of the millions Golisano is offering up to qualifying candidates? He laughed at the question. “I have no idea,” he said. “I don’t know that I would necessarily solicit a contribution from Golisano or his political action committee,” he said.Candidates should receive contributions based on their voting records, said Kolb. “That is more important than filling out questionnaires,” he added.But Kolb didn’t rule out seeking the money. He said he has about $50,000 on hand for this fall’s race.“It takes about $100,000 to be competitive” in a state race for a district the size of his, he said. Kolb’s 129th district encompasses five counties and includes the Ontario County cities and towns of Geneva and Canandaigua; and the towns of Gorham, Hopewell, Manchester, Phelps and Seneca. Kolb said the Democratic Assembly Campaign Committee spent $500,000 on each of two previous races against him, the special election against Democrat Sam Casella in 2000 and the 2004 race against Canandaigua Mayor Ellen Polimeni. Kolb’s challenger, Sargent, said there is a lot he and Golisano agree on, but he wouldn’t take money from his PAC. Sargent said he would accept an individual contribution that could be a maximum of $3,800 for the Assembly race.Sargent, an Army reservist who works as a radiology technologist at Clifton Springs Hospital & Clinic, said his message of being “one of us” — one of the working people — would run counter to accepting big bucks from the billionaire.“I respect Golisano and what he has done for himself,” he said. “But how could I take that money?”“There is a price,” said Sargent. Another race In another contested state race, state Sen. Michael Nozzolio, R-Fayette, is being challenged by Democrat Paloma Capanna, an attorney from Webster, to represent the 54th district, which includes the Ontario County towns of Victor, Farmington, Manchester, Seneca, Phelps, West and East Bloomfield, and Geneva, as well as Webster in Monroe County, and Wayne and Seneca counties.Capanna said Tuesday she was just familiarizing herself with Golisano’s news and declined to immediately comment. Nozzolio issued responses via e-mail.“I fully support Tom Golisano’s efforts to bring reform, transparency, and accountability to New York state government,” he said in a written statement. “Many of his proposals are measures that I have fought to enact in the state Senate, including a constitutional spending cap, ending unfunded mandates, campaign finance reform, as well as reforming the property tax system to bring much needed relief to New York’s taxpayers.
